Utility locating, utility mapping, or subsurface utility engineering — what are you actually buying?

Three terms turn up in tender scopes as if they mean the same thing: utility locating, utility mapping, and subsurface utility engineering. They don't. They buy three different levels of certainty, at three different prices, and the gap between them is where dig-ups, redesigns and delay claims live.

Utility locating: where is it, roughly, today

Locating is a field exercise. A technician walks the site with an electromagnetic locator, energises what can be energised, traces what can be traced, and paints the ground. You get marks on the surface and a clearance to dig. What you do not get is a record. Rain and a grader take the paint with them, and the information is gone.

That is fine when the question is whether you can dig this trench this afternoon. It is not fine when the question is where to put the new stormwater line.

Utility mapping: the same information, kept

Mapping takes what locating finds and turns it into a deliverable — surveyed positions on your coordinate system, depths where they were measured, and a drawing and data set your designers can open. The field work looks similar. The difference is that the result survives the job, and can be checked, versioned and handed to the next contractor.

If a scope says locate and mark, you are buying paint. If it says locate, survey and deliver, you are buying an asset.

Subsurface utility engineering: certainty, graded and stated

SUE is the engineering discipline that sits over the top. It does not only report positions. It reports how much you should trust each one. The Australian standard for classifying subsurface utility information, AS 5488, grades that confidence across four quality levels: QL-D from records alone, QL-C where records are reconciled against visible surface features, QL-B where a service has been geophysically located but not exposed, and QL-A where it has been physically exposed and surveyed.

The point of the grading is not paperwork. It is that a designer can look at a plan and see which lines they may design over and which they may not, without having to ring the surveyor to ask how confident anyone was on the day.

Where EM locating stops

Electromagnetic locating is fast, cheap and genuinely good — on conductive services you can get a signal onto. It struggles or fails on PVC and other non-conductive pipe with no tracer wire, on abandoned or de-energised services, in congested corridors where signals bleed into each other, and under reinforced concrete or deep fill.

That is not a small residual. On an established road corridor it is routinely the services that matter most.

Where GPR picks up

Ground penetrating radar answers a different question. It does not care whether something conducts. It reads a change in the ground — a void, a pipe, a slab join — as a reflection.

We run an ImpulseRadar Raptor multi-channel array. Vehicle-mounted, it maps utilities at highway speed, which is the only practical way to cover a live road corridor without closing it. The same system converts to a cart for footpaths, verges, plant rooms and anywhere a ute cannot go. Data is processed in Condor, which is where multiple raw channels stop being traces and start being a plan.

The same radar reads concrete

Worth knowing if your problem is in the slab rather than under the road. The same equipment detects slab joins, dowel bar positions, reinforcement patterns and voiding beneath a slab — before you core, before you saw-cut, and before you decide a pavement is sound.

Three questions to answer before you write the scope

One: do I need marks on the ground, or a record that outlives the job? Two: what quality level does my designer need, and on which services — because it is rarely all of them. Three: what is under here that will not answer an EM locator?

Answer those three and the quotes you get back become comparable between firms, which most utility quotes currently are not. Two prices that look 40 per cent apart are often two different scopes wearing the same words.

Why it is worth the front-end spend

Utility investigation is one of the few line items on a civil job where spending more at the front is provably cheaper than the alternative. A strike is a shutdown, an incident report, a repair bill and a delay claim, in that order — and the repair bill is usually the smallest of the four.
